It seems to be down to your individual surgery, apparently some surgeries
are more flexible than others.

The reason the majority of surgeries won't do repeats over the telephone is
that they are instructed not to, as mistakes can be made.   The best advice
I can give is to call your local surgery and ask why they won't let you put
a repeat through over the phone, although they will probably tell you a
similar thing.
