My mantra when dealing with the NHS: "Become a problem to be solved." I said 
to a PCT admin person on the phone once, "I promise I will stop ringing if 
you give me funding. I am very easy to get rid of, when it comes down to 
it."

Melissa's advice is very good: make it more of a problem for the PCT not
to fund you than to fund you.  This means writing and/or ringing
regularly.

If you want to, you can contact the press (that worked in Kent).
