Neuropathy means, literally, disorder of the nerves, or suffering of the 
nerves. Therefore, it's something that can effect any nerves. The type of 
neuropathy most diabetics experience is, specifically, peripheral 
neuropathy, meaning that it happens on the periphery of the body, the arm, 
hands, legs, feet.

Here's a free plug for something I use a lot for definitions but have no 
connection to or interest in: http://www.onelook.com. It's a directory of 
dictionaries. You enter your search term in the search box, and it searches 
hundreds of on-line dictionaries, returning the matches in a single page. 
Matches are listed in categories such as 'general', 'business', 'computers', 
'medical', and so on. Very useful if you don't get a quick answer from 
someone on the list!
