We got on-presecription syringes here many years ago, because of people
arguing that it wasn't fair that 'no fault' illness sufferers had to pay
while 'own-fault' ones got them free.

(The way it works here is, if it's on the list of things a GP is allowed
to prescribe, then they can be prescribed, and most people pay a fixed
amount per item, but diabetics using insulin get all things on
prescriptions free, whether or not related to diabetes).  Pen needles
went on to the prescription list a year or so back.  There was a nasty
little rumour that the BDA had done a deal with the Department of Health
that they wouldn't kick up a fuss about diabetics not being able to
drive certain classes of vehicles any more, if the pen needles went on
