Make sure you find out who the 504 coordinator is. Send that person a
letter (registered, so it has to be signed for, makes more of a
statement about how serious you are). In the letter state that you
would like to meet with him or her to develop a 504 plan for your
child, who has type 1 diabetes. As Marisa says, the school is required
to respond to your request within 30 days. She's also right that there
don't need to be any preliminary steps like diaqualifying your son for
LD before doing a 504 plan. I would make the request in writing to the
specific person with responsibility for 504s and see what happens
before filing a complaint.
