To clarify:

504's are not completely different from special ed because the federal 
law that covers individuals with disabilities (IDEA) is also the law 
the covers 504's. If a school is found to be out of compliance with a 
504 document, then they will lose their federal funding (special ed and 
Title 1- which is support for high poverty students).

504's can apply to students with physical needs and / or learning 
disabilities. We have a 504 for our daughter to make sure her rights 
related to D are protected. We also had a 504 for our son who has 
learning disabilities and is gifted to make sure his rights to learn 
were protected. To be special ed (either Special Day or resource), in 
our state anyway, student need to be two years behind grade level with 
identified learning disabilities. Our son did not have the two year 
discrepancy, so we got his accommodations with a 504.

I am a reading specialist and participate on the assessment / 504 
committee at my school.
