Yes, it is entirely possible. Any A1c over 6.0 is above normal, and any
time you have BGs above normal, you run the risk of complications.

Yes, statistically, the DCCT proved that lower A1cs are associated with
lower complication rates, but it did NOT imply that anyone who has A1cs
in the 6-7 range would not get complications, nor that they wouldn't

The only way to guarantee safety from diabetic complications is NOT to
be diabetic, but that choice is not open to us!!!!!
