Both would do, the most straight forward would be a graph.

Plot meter A on the X axis, meter B on the Y axis.

After you get a bunch of points, draw the smoothest possible line 
through them. The line won't necessarily be straight, but may be a 
gentle curve.

After you have the graph, any reading from one meter can be looked up 
instantly on the other by checking on the axis of the known meter and 
drawing a straight line to the curve then another straight line 
perpendicular to the intersection of the first line and the curve to 
the remaining axis. The intersection point with that axis will be the 
reading on the second meter.

Got that! There will be a test in 30 minutes. heh... heh...
