[IP] Research funding

Comments about the "worthiness" of diseases for research dollars aside, the
point is that Federal research money is not doled out in any scientific way.
It's a political issue.  High-profile diseases, like AIDS, breast cancer,
and recently Parkinsons tend to get the lion's share of the dollars because
it's politically expedient for our elected officials to be seen supporting
these diseases at the time.  Breast cancer, for example, affects 1 in 10
women, but gets a ton of funding, while testicular cancer affects 1 in 2
men, but doesn't get squat.
