Yes, Mag, many normals have BGs in the 60s and that is a fairly common
level on waking in the morn.  Hunger is not the best predictor of low BG.
The rate of fall of BG can sometimes lead to similar symptoms of low BG.
Keep checking *S*  If you get to a BG reading of 39 like david said he
read, then you know you really do have a hypoglycemic condition.  Even
anything less than 50 would probably be worrisome.
