She wasn't recommending having blood sugars that  high, but when you are
having trouble controlling sugars, under 200 will allow you to test basal
rates without having to stop when you correct. If you are having trouble
controlling your sugars, you may be correcting quite often and not be able
to fully test basal rates. This advice was just for testing basal rates, not
for daily life.
