At a guess, the reduced insulin level allowed the level of
glucagon to rise, which in turn increased the liver's glucose
output. (Natural insulin secretion is suppressed by high glucagon
levels, and vice versa.)

At that point, a healthy pancreas would have down-regulated
glucagon and allowed insulin release to increase, but ....
