no, the reverse is not true. 

hbA1c is a measure of glucose that is irreversibly stuck to 
hemoglobin molecules. Glucose sticks easily and generally does not
become unstuck. A period of low blood sugar does not offset a similar
period of high blood sugar. The formulas are a generalization of
control when the relate to average blood sugar levels.
