 In my experience, yes, the surgery does restore the strength in the hand. It
took a while (6+
 months) but my hand definitely regained strendgth after the surgery. I only had
the surgery on
 my right wrist but it was worth it as the tingling was waking me up at night.
Like you I have no
signs of neuropathy in my legs.
