[IP] Edgepark loses personal information on ALL its customers last March and it takes them almost a year to report it

I received a letter today from Edgepark that says that in March 2013 their
network was compromised and the compromise resulted in Loss of information
including Name, DOB, Address, email address phone number, last 4 of CC #, CC
Issuer, CC expiration Date, Drs Names, diagnosis, and Ins Company.  

They absolve themselves of responsibility by offering 12 months of ID
protection from https://www.allclearid.com/plans/  The problem is the fine
print reads that the coverage is for the BASIC plan which is FREE and it
only covers for a year from the date or the breach which was in March.  So
they are essentially offering 45 days of FREE ID protection ....

Why did it take 9 mopnths to discover and report  ?

This is insane
