It really depends on if it is a secondary or a supplemental. Supplementals 
only pay if Medicare pays. If MC doesn't pay, Supplementals don't pay. 
Secondaries do pay - that's why they are secondary.

Supplementals supplement the 20% that MC does not pay. MC pays 80% whether 
or not you have a Supplemental. If you don't have a Supplemtntal, you are 
stuck with that 20% yourself.

You have a Secondary to pay what your Primary (Firstdary) doesn't pay.

In Other Words. You pay for the Secondary so you are covered. You pay for 
the Supplemental to cover the 20% that Medicare doesn't pay.
