I think the problem is the government focus on the idea that 
everything should be profit-driven.  As long as research funding 
decisions are made by CEO's whose primary responsibility is to the 
stockholders, scarce research dollars are going to go to where the 
potential profits are highest--to improved (one hopes) and more 
expensive treatments.  True cures aren't usually as profitable, and 
prevention isn't profitable at all.  On the other hand, social good 
goes in the opposite direction--prevention is best, real cures are 
next best, and ongoing treatment is a stopgap.  True cures will come 
from non-profit supported research or from government-supported 
research--but the latter funding source is drying up as there is more 
and more emphasis on the private sector as the answer to everything. 
The private sector and the profit motive certainly have their place, 
but I am getting dubious that they should be primary in health care
