My 18 month old daughter has been using diluted insulin since she was
diagnosed at age 11 months. We had to sign a special form to obtain the
diluent and a sterile pharmacy has to mix it, not just any pharmacy.

My daughter has a minimed pump and I would never use tap water. I would
think normal saline would be ok, but they don't use that for our diluent
either.
