I have never used diluted insulin, but my basal rates are also low:  0.3 
most of the day and then 0.2 from 3-7:00 pm.  There are even times when I 
set a temporary basal rate of 0.0 if I'm especially active, or running a 
littler lower than I'd like, rather than feeding the insulin.  I have never 
had problems with my sites lasting 3 - 3 1/2 days, or bubbles or occlusions 
because of the low delivery rate.  I use 6 mm QuickSets and Novolog.  You 
didn't say specifically what type of problems you have with your sites not 
lasting long enough.  Why is your MM rep convinced it's the low basal rates? 
Some people have a problem with their sites using infused Humalog and do 
better on Novolog, which you might want to consider and talk over with your 
Endo.  I would also think diluting insulin is something that your doctor 
should recommend, not a minimed rep/advisor, even if she is a pumper 
herself.  YMMV.
