Not always, but I sometimes use a 0.2 basal rate and haven't had it
clog. 

Do you notice clogging?

A few questions for you, though. Do you use Humalog? 
If so, how long do you leave it in the pump before refilling?

Thing is Humalog tends to clog up things sooner than R does. It
reacts to heat at a lower temperature, and can crystallize in the
hose after about 3 days, depending on just how hot it's gotten
during that time. Another thing is that it may lose strength 
before then, so if you leave it in longer and notice you need
to increase your rates after some time in the pump (or have 
high bgs if you don't) you need to refill every 2 days or so.
