Ethyl Chloride is used to chill the skin. It is a refrigerant of sorts. 
You're probably better off with some ice cubes, much safer, works in a 
couple of minutes. EC is somewhat toxic, and flamable as I recall. You 
spray it on, it evaporates quickly and cools the skin.
