The BR/B ratio is just a guideline. YOu must carefully measure your basal 
rate requirements as well as your ratios. There are a number of ways to 
due this including interpretation of your daily food/bolus/hbs records. 
Everyone is a little different, there is not a 'one-size' fits all solution.
