Positive Developments on NIH Funding!

Outreach Needed in August on New Amendment!

Thank you to all of you who have called your Senators in support of the
Feinstein amendment to increase funding at the National Institutes of Health
(NIH) by 8.5 percent.  Your calls certainly made an impact!  After a few
weeks of repeated schedule changes, the Senate has decided to postpone
voting on the NIH funding bill until the beginning of September.  But the
good news is that all of the calls you and others in the health advocacy
community placed have prompted Senators Arlen Specter (R-PA) and Tom Harkin
(D-IA) to propose offering an amendment that would increase the NIH budget
by about 9.2 percent!  This new amendment not only provides more money, it
is bipartisan and sponsored by the two key Senators who are responsible for
the appropriations bill that funds the NIH.  These factors place the
amendment in a better position to pass on the Senate floor.  We understand
that Senator Feinstein is working with Senators Specter and Harkin on this
new amendment.

We ask that you continue to help by calling your Senators again and urging
them to support the Specter/Harkin amendment to increase NIH funding.  We
also ask that you forward this alert to your grassroots networks, family and
friends and ask them to call their Senators as well.  Talking points are
listed below, as well as the phone numbers for your Senate offices.  Due to
procedural issues, a total of 60 votes will be needed for this amendment to
pass, so strong support from both Republicans and Democrats is absolutely
critical.  This is our best and one of our last opportunities to increase
NIH funding this year!

Talking Points
Note:  When you call, ask for the health aide and if the aide is not there,
leave a message.

7       As a constituent, I am calling to urge Senator ___ to support the
Specter/Harkin amendment to the Labor, Health and Human Services
Appropriations bill.
7       This amendment would provide a 9.2 percent increase for the National
Institutes of Health.
7       Explain your personal connection to juvenile diabetes.
7       The Specter/Harkin amendment will allow the momentum in medical
research to continue so that one day there will be a cure for juvenile
diabetes and many other diseases.
7  If talking with the aide, ask what the Member's position is on the
issue.  If leaving a message, request a return call letting you know of the
Member's position.

If you should see your Senators at any event while they are home for the
August recess, please be sure to mention this issue to them.  Also, please
let us know if you have any feedback from your calls by responding to this
