Are they real scars, from wounds or ulcers and such, or are they
areas of hyperpigmentation without the plastic-like feeling that
scar tissue has?

In the first case, you probably lost all the skin layers in that
area. Without surgery (excision for small lesions, or skin
grafts), that will always be a scar. Worse yet -- the surgery
itself is likely to cause yet another shin spot.

In either case, there are methods, some more permanent and others
less permanent, to de-pigment skin areas. There are drawbacks
(side effects are sometimes rather unpleasant; if the surrounding
skin later gets a tan, the depigmented area will then stand out as
too light).

In either case, you want to talk to a dermatologist.
