In medicine a buffer is a additive put into a drug dose to provide 
a "buffer" against an external problem. For insrtance "Bufferin" aspirin
has additives to keep the stomach from being upset by the aspirin in it.
Velosulin has an additive that makes it get through the older varieties
of tubing without being largely absorbed by the tube rather than going 
through it. I'm not totally sure, but think that was done by having the
additive coat the walls of the tube to seal it, and/or make the walls
